The Cullen & Deskford Community Council (CDCC) have received concerns from members of the public regards Cullen street-facing businesses at times making parking spaces unavailable to others by blocking available spaces with a variety of obstructions. When challenged regards the obstruction, further receiving verbal abuse from the street-facing business personnel in response.
CDCC have contacted local police in respect of clarification of this behaviour and have been pointed in the direction of the ‘Section 59 of the Roads (Scotland) Act 1984’.

Basically, this legislation prohibits the placement of anything on a public road that may constitute as an obstruction. Only authorised persons may place such items in the road, such as Police or Road Authority (Council).
Written consent can be given by the Roads Authority for someone to place cones out however this is not commonplace.
A polite request is made of Cullen street-facing businesses to be respectful of others and that with parking being an issue at times to be mindful of the right of all road users to have equal lawful use of the public roads and the limited parking spaces that are available on Seafield Street.
As we all know, Cullen is a popular place to visit by people of all abilities. Street-facing businesses are also requested to please be mindful of people accessing the pavements, especially by those with mobility issues.
