Improving pedestrian safety is one of the action points in the proposed 2025-30 Local Place Plan for Cullen and Deskford Community Council.
Currently on the A98 that runs through Cullen there are two pedestrian crossing points in Cullen. One on Seafield Street beside the Antique Centre and the other past the viaduct and above the Seatown area. Neither are automated control points,. such as Pelican, Puffin, Toucan, and Pegasus crossings, that use traffic lights or other means to regulate when pedestrians can cross the road.

The crossing by the Antique Centre frequently has vehicles parked on the East side of the street above the crossing point that for children and those of smaller stature that blocks the view of northbound traffic. Similarly, at crossing point above Seatown, the bend only allows a short field of vision of traffic approaching from the Buckie side, making crossings difficult.
We would like to hear your views on improving pedestrian safety. Getting controlled crossings in place requires agreement with various bodies associated with the roads and will need the community to get behind any campaign.
The consultation by the Community Council will run till the 15th August 2025 at 12 noon.
Previously, the A98 had been classed as a Trunk Road, but lost that status in 1996, when responsibility moved from the Scottish Government to a number of local authorities. The stretch through Cullen is the responsibility of to Moray Council. Please see the form below and give us your views.
