Fly-Tipping at Cullen Recycle Site


The recycling site on Portlong Road has again been hit by fly-tipping. A meeting was held between representatives from Cullen and Deskford Community Council, The Three Kings Association and Moray Council Waste Department, on Monday 18th August to discuss the problem.

One thing is clear is that the situation is intolerable and could ultimately lead to the long-term closure of the site, something no one wants.

Please Note:

The site on Portlong Road, is a LICENSE RECYCLING SITE, it is not a site for domestic waste or business waste. It is licensed to recycle:

  • Cardboard
  • Paper
  • Cans
  • Bottles
  • Plastics

There are clearly marked containers and bins for each type of item.

We need residents to use the site for the purpose it is licensed for, use it responsibly and with care.

Cardboard from the main container is bundled and sent to major sites in other locations in Scotland. Where plastics and other non-cardboard materials is still in the boxes, when this is detected at the final destination it is marked as contaminated. Moray Council gets a rebate which offsets the final costs. Where a bundle is contaminated they don’t get the rebate and incur additional costs.

We are looking for volunteers to open and close the recycling site, it is clear that the bad practices that are resulting in this mess are occurring overnight. If you are interested in helping, please email admin@cullendeskford.org.

Its vital that this site is used responsibly and respectfully, or we will lose a valuable community resource.

Fly-Tipping is classed as Anti-Social Behaviour, if you witness such behaviour contact Moray Council.

  1. The major problem at the site is that there is no general waste containers which leads to people dumping general waste. Easy option is to supply general waste bins. The town of Cullen has many holiday homes which dump their general waste in the local bins and in other permanent residents bins and obviously at the recycling site as there is nobody their to put the bins out on the collection days. Another option is to supply large general & recycling waste bins at 2 locations in the Seatown and remove all the small bins which lie scattered all over the place making this part of town look untidy. X amount of people generate x amount of waste which has to be taken care of. Closing the site will only lead to more fly tipping around Cullen and will not do anything to alleviate the problem.

    • The site is not licensed for general waste, its only licensed for specific recycling of cardboard, bottles, cans and plastics. Moray Councils waste representatives who attended the meeting on site explained this to those from Cullen who were there.

      The suggestion about larger bins in the Seatown area is something we will take forward to Moray Council.
